Chapter 1 General Rules

Article 1 (Purpose)
These Terms and Conditions regulate the terms and procedures of all services provided on the Georgia Central University website (after this, referred to as the "Services"). 

Article 2 (Definitions) 
The terms used in these Terms and Conditions are defined as follows: 
1. User: A person who receives services provided by Georgia Central University following these Terms and Conditions
2. Use Agreement: An agreement between Georgia Central University and the user regarding the use of the Service
3. Registration: Fill in the application form provided by Georgia Central University, agree to these Terms and Conditions, and complete the service use contract.
4. Member: A person registered as a member by providing personal information necessary for membership registration on this site.
5. User ID: A combination of alphanumeric characters selected by the user and approved by Georgia Central University for the identification of members and the use of services by members (only one ID can be issued to one resident registration number)
6. Password: A combination of alphanumeric characters, numbers, and special characters set by the user to protect the user's information.
7. Termination of use: Expression of intention to terminate the use contract after using the Service by Georgia Central University or the Member.

Article 3 (Effect and Modification of Terms)
If a member does not agree to the changed Terms and Conditions, the Member may request to withdraw from membership (terminate). Suppose the Member continues to use the Service without expressing their refusal after seven days from the effective date of the changed Terms and Conditions. In that case, the Member shall be deemed to have agreed to the changes to the Terms and Conditions.
(1) These Terms and Conditions shall take effect by posting them on the service screen, announcing them on the notice board, or other means. 
(2) Georgia Central University may change the contents of these Terms and Conditions if it deems it necessary. The changed Terms and Conditions will be posted on the Service screen. Suppose you continue to use the Service without expressing your refusal after seven days after the notification. In that case, you will be deemed to have agreed to the changes to the Terms and Conditions.
(3) If the user does not agree to the changed Terms and Conditions, they may stop using the Service and cancel their membership registration. If the user continues to use the Service, the user shall be deemed to have agreed to the change in the Terms and Conditions, and the changed Terms and Conditions shall take effect in the same manner as in the preceding paragraph.

Article 4 (Applicable Regulations) 
Matters not specified in these Terms and Conditions shall be subject to the provisions of the Framework Act on Telecommunications, the Telecommunications Business Act, and other relevant laws and regulations. 

Chapter 2 Service Use Agreement

Article 5 (Establishment of Contract of Use) 
The Terms of Use Agreement is constituted by Georgia Central University's acceptance of the user's application for use and the user's agreement to the terms and conditions.

Article 6 (Application for Use) 
To apply for the Service, the user can record their personal information on the membership application form required by Georgia Central University on the Service's membership information screen. 

Article 7 (Acceptance of Application for Use)
(1) If a member applies for Service by filling out all the details in the application form, the application for service use will be accepted unless there are exceptional circumstances.
(2) We may not accept the use in any of the following cases. 
1. If you did not apply under your real name.
2. When the application is made using the name of another person
3. If the contents of the application form are falsely stated
4. When the application is made to disturb society's well-being, order, or morals.
5. If you do not meet the application requirements set by Georgia Central University. 

Article 8 (Modification of Contractual Matters) 
Suppose there is a change in the information entered in the application for use. In that case, the Member must correct it and is responsible for any problems arising from not modifying it.


Chapter 3 Obligations of the Contracting Party

제9조(Georgia Central University의 의무) 
Georgia Central University will not disclose or distribute any personal information of its members to third parties without its consent in connection with the provision of the Service. However, this shall not be the case if there is a request from a state agency following the requirements of laws such as the Framework Act on Telecommunications, or if there is a request to investigate a crime, or if there is a request based on procedures prescribed by other relevant laws and regulations.

Article 10 (Obligations of Members)
(1) Members shall not engage in the following acts when using the Service. 
1. Fraudulent use of other members' IDs 
2. Reproduction, publishing, or providing information obtained from the Service to a third party. 
3. Acts that infringe the copyright of Georgia Central University, the copyright of a third party, or any other right. 
4. Dissemination of content that violates public order and morals. 
5. Acts that are objectively judged to be related to a crime 
6. Other acts that violate relevant laws and regulations 
(2) Members may not use the Service to engage in business activities, and Georgia Central University shall not be liable for the results of business activities. 
(3) Members may not transfer or gift the right to use the Service or other status under the use contract to others and may not provide it as collateral. 


Chapter 4 Use of Services 

Article 11 (Obligations of Members)
(1) Members are responsible for maintaining their e-mails, bulletin boards, registered materials, etc., as necessary. 
(2) Members may not delete or change the materials provided by Georgia Central University.
(3) Members shall not register content that violates public order and morals or other rights, such as copyrights of third parties, on the website of Georgia Central University. If such content is posted, the Member is responsible for all consequences. 

Article 12 (Management and Deletion of Posts) 
To operate the Service efficiently, we may restrict the Member's memory space, message size, and storage days, and if the registered content falls under any of the following, it may be deleted without prior notice. 
1. If the content slanders another member or a third party or damages the reputation of the Member through slander
2. If the content violates public order and morals. 
3. When the content is deemed related to a criminal act. 
4. Content that infringes the copyright of Georgia Central University's copyright, a third party's copyright, or any other right. 
5. If a member posts pornographic content or links to pornographic sites on the website and bulletin board of Georgia Central University. 
6. If it is judged that there is a violation of other relevant laws and regulations. 

Article 13 (Copyright of Postings) 
The copyright of the postings belongs to the publisher himself, and members are prohibited from commercially using the materials posted on the Service, such as processing or selling information obtained by using the Service. 

Article 14 (Service Use Hours) 
In principle, the Service is used 24 hours a day, seven days a week, unless there is a particular impediment in business or technology. However, this does not apply when a reason such as periodic inspection occurs.

Article 15 (Responsibility for Use of Services) 
You shall not use the Service to engage in hacking, linking to pornographic sites, or illegally distributing commercial software. Georgia Central University is not responsible for business activities' results and losses, or legal actions related organizations take due to Service violations. 

Article 16 (Suspension of Service Provision) 
In any of the following cases, we may suspend the provision of services. 
1. In case of unavoidable occurrence due to construction, such as repair of service facilities, etc. 
2. When a telecommunications service provider stipulated in the Telecommunications Business Act ceases its telecommunications service. 
3. When a system check is required
4. If there are other force majeure reasons


Chapter 5 Termination of Contract and Restriction of Use

Article 17 (Termination of Contract and Restriction of Use)
(1) If a member wishes to terminate the use contract, the Member must apply for termination through the Internet, and Georgia Central University will act after verifying their identity.
(2) Georgia Central University shall notify the user of the intention at least 30 days before the termination action and allow the user to express his or her opinion if the Member commits any of the following acts.
1. In case of stealing another person's user ID or password 
2. Intentionally interfering with the operation of the Service 
3. If you apply for membership under pretenses
4. If the same user double-registers with different IDs 
5. In the event of disseminating content that is disturbing public order and morals. 
6. If the person has committed an act that damages the reputation of another person or causes a disadvantage to him. 
7. Transmitting a large amount of information or transmitting advertising information to interfere with the stable operation of the Service. 
8. In the event of disseminating computer virus programs that cause malfunction of information and communication equipment or destruction of information, etc. 
9. Infringes the intellectual property rights of Georgia Central University or any other member or third party; 
10. Unauthorized use of other people's personal information, user ID, and password 
11. If a member posts pornographic content on their own homepage or bulletin board or links to obscene sites. 
12. If it is judged that there is a violation of other relevant laws and regulations.


Chapter 6 Other

Article 18 (Prohibition of Assignment) 
Members may not transfer or gift the right to use the Service or other status under the use contract to others and may not provide it as collateral.

Article 19 (Indemnification) 
Georgia Central University shall not be liable for any damages incurred by any member in connection with the services provided free of charge, except for damages caused by the intent or gross negligence of Georgia Central University.

Article 20 (Disclaimer)
(1) Georgia Central University shall be exempted from liability for the provision of services if it cannot provide services due to acts of natural disaster, war, or other equivalent force majeure.
(2) Georgia Central University is exempt from liability for damages incurred due to unavoidable reasons, such as repair, replacement, periodic inspection, or construction of service equipment.
(3) Georgia Central University is not responsible for any interruption in using the Service for reasons attributable to the Member.
(4) Georgia Central University shall not be liable for any profit that a member may expect from using the Service or for any damages resulting from the data obtained through the Service.
(5) Georgia Central University is not responsible for the reliability or accuracy of information, data, or facts posted by Service members.

Article 21 (Court of Jurisdiction) 
In the event of a dispute arising out of the use of the Service, the court having jurisdiction over the location of Georgia Central University shall be the court's exclusive jurisdiction. 

Addendum 
These Terms and Conditions shall be effective from April 25, 2024.
